Freelance Senior ICT Program-Project Manager with Procurement Experience
We are seeking a highly experienced Senior ICT Programme and Project Manager with a proven track record in delivering complex IT and digital transformation programmes, coupled with strong expertise in procurement and vendor management . This role requires strategic oversight of multiple initiatives, management of large-scale technology procurements, and coordination across cross-functional teams to ensure delivery within scope, time, and budget.
Responsibilities :
Programme & Project Management :
- Lead end-to-end delivery of ICT programmes and large-scale projects, including infrastructure upgrades, application rollouts, and cloud migrations.
- Define project scope, goals, deliverables, timelines, and resource requirements in collaboration with stakeholders.
- Develop and manage detailed programme roadmaps, risk registers, RAID logs, and communication plans.
- Ensure alignment with business strategy and coordinate with enterprise architecture, security, and compliance teams.
- Track KPIs, milestones, budgets, and report progress to senior leadership and steering committees.
Procurement & Vendor Management :
Lead ICT procurement activities including requirements gathering, RFP development, tender evaluations, and contract negotiations.Ensure compliance with internal procurement policies and, where applicable, public sector procurement frameworks (e.g., G-Cloud, CCS, EU procurement rules).Evaluate, select, and manage vendors, suppliers, and service providers to ensure performance against SLAs.Manage contract lifecycle including renewals, disputes, and financial controls.Additional Details :
