Summary

The work schedule for this position is Full Time (38 hours per week).

Start date : Candidate must be able to begin working within a reasonable period of time (15 weeks) of receipt of agency authorization and / or clearances / certifications or their candidacy may end.

Responsibilities :

Serves as senior professional analyst and advisor to the Trade Compliance Officer (Commercial Officer) in analyzing market access and compliance issues and developing strategies to eliminate barriers for U.S. industry in the EU market. Develops market access programs to counter future EU barriers affecting many industry sectors. Provides strategic advice to U.S. officials and U.S. industry, as well as the 28 Member State Posts, on complex EU issues and decision-making procedures. Recommends, develops, and implements outreach activities with EU institutions including the Commission, the Council, and the Parliament for the purposes of influencing the direction of EU legislation with particular emphasis on legislation impacting the healthcare sector, textiles, and intellectual property rights intensive industries. Advises coordination between U.S. agencies (e.g. Commerce, USTR, State) on advocacy activities of the U.S. government on issues of significant commercial interest to U.S. businesses. Provides counseling to U.S. companies on a broad range of highly complex issues arising from firms attempting to enter or increase market share in the EU with particular emphasis on the healthcare sector, textiles, and intellectual property rights intensive industries. Promotes U.S.-E.U. cooperation to resolve third-country market access issues impacting U.S. and European companies alike.

Minimum Requirements

EXPERIENCE : Minimum of five years of progressively responsible experience in standards, product certification or CE mark, project management, trade promotion, business management, economic research, management consulting, business-government or other related field.

JOB KNOWLEDGE : A thorough understanding of the structure, organization and complexities of the European Commission and other EU institutions, with particular reference to the single market and the development and implementation of EU regulations for product approval, as well as the link between harmonized European standards and compliance with EU product regulations. Familiarity with EU publications. Position requires a sophisticated understanding of EU legislative processes and a thorough knowledge of EU Member States business practices as they implement and interpret EU laws. Advanced knowledge of EU standards development processes is an advantage.

EDUCATION REQUIREMENTS : Bachelor’s degree or university degree in economics, marketing, trade promotion, business administration, law, public policy, or related.

Evaluations

LANGUAGE : Fluency in English. Fluency in other EU language. This may be tested.

SKILLS AND ABILITIES :

Ability to develop a thorough understanding of market access and trade compliance issues as it relates to European bilateral, multilateral, and plurilateral trade agreements with the U.S., as well as U.S. and Foreign Commercial Service goals, programs, procedures, reporting requirements, and U.S. business practices and official policies related to international trade.

Ability to develop and maintain an extensive range of appropriate mid and senior-level contacts in all relevant EU institutions (the European Commission, the Council of the EU, the European Parliament and Member States’ permanent representatives), trade associations, and the private sector. In-depth ability to plan, organize, and execute complex commercial projects and to prepare precise, accurate, and timely reports with rigorous analytical evaluation. Ability to give advice with detachment and objectivity, employing sound professional judgment.

Must be able to understand and operate the basic functions of a microcomputer (PC) in a commercial section environment, namely word processing, presentation, and database / spreadsheet applications. This may be tested.
