Senior ICT Governance & Strategy Consultant Brussels Belgium 6-Month Contract

About the Role

We are looking for a highly experienced ICT Governance & Strategy Consultant to support a major public sector transformation programme. The assignment focuses on defining the future ICT operating model for a newly established federal organization by assessing the current landscape developing strategic scenarios and proposing a target governance model and roadmap.

Working closely with senior stakeholders you will conduct strategic analyses evaluate governance options and define a future-state enterprise architecture that ensures sustainable efficient and scalable ICT service delivery.

Key Responsibilities

• Conduct an AS-IS assessment of the current ICT organization and operating model
• Develop and evaluate multiple strategic scenarios for future ICT service delivery
• Analyse organizational financial governance and operational impacts of each scenario
• Design a target ICT governance framework aligned with strategic objectives
• Develop the future-state Enterprise Architecture (TO-BE)
• Create a roadmap and transition strategy for the selected operating model
• Define shared service models and governance principles
• Develop recommendations for ICT subsidiarity levels across organizational entities
• Benchmark ICT shared service models and best practices across public sector organizations
• Analyse existing governance structures and recommend improvements
• Identify critical ICT competencies and define future ownership models
• Inventory ongoing ICT projects and recommend prioritization or reorientation
• Facilitate workshops with executive stakeholders and technical teams
• Produce strategic reports governance models and executive recommendations

Required Skills & Experience

ICT Strategy & Governance

• Extensive experience in ICT Governance and organizational design
• Strong background in Enterprise Architecture
• Experience designing ICT operating models
• Strategic scenario analysis and evaluation
• ICT transformation and digital strategy

Enterprise Architecture

• Enterprise Architecture frameworks and methodologies
• Business and operational modelling
• Target operating model design
• ICT governance frameworks
• Shared services strategy

Consulting & Analysis

• Strategic analysis and business case development
• Stakeholder management at executive level
• Workshop facilitation
• Roadmap development
• Public sector transformation projects

Preferred Experience

• Experience within the public sector or government organizations
• Knowledge of shared service organizations
• Experience with organizational transformation programmes
• Understanding of governance service management and enterprise architecture within complex environments
• Familiarity with asylum migration or public administration sectors is an advantage
