What You will Do
The QHSE Officer actively contributes to the development and the maintenance of the AE Antwerp Offshore’ s vessel management systems. She/ he is carrying out internal audits and inspections, performing risk analyses and accident investigations. The HSEQ Officer reports directly to the QHSE Manager.
She/ he’s mentoring and motivating the Masters, Chief Engineers and Safety Officers on board the managed OSV fleet and additionally provides advice to other colleagues involved in offshore vessel management within the Anglo-Eastern Group.
She/ he is prepared to undertake short business trips for this purpose.
Roles and Responsibilities
- Updating the Shipboard and Office Manuals / Emergency Contact List / Anti – Piracy Plan with the latest revisions.
- Maintain the Overview on QA Statistics – contain data on the IA / External audits / ISO14001 external audits / PSC / FSI / 3rd Party Inspections / Injuries / Incidents.
- Ensure the Key Performance Indicators are provided to our office / Clients within the set deadline.
- Keeping track of new Flagstate circulars (Belgium, Netherlands), research HSEQ and offshore industry related topics and participate in HSEQ related projects to provide guidance to the office and the fleet;
- Update and maintain the ISM / DPA / CSO Declarations.
- Conducting internal audit and co-ordinate independently for the vessel’s External audits with the Flag / RO. Liaising with External auditors for the smooth transition for the audits to be carried out.
- Organizing and follow-up (NC’s & observations) of office audits: Internal audits, external DOC audits and external 14001/ 9001 audits.
- Follow up with HK office on IA planning & remind them if needed to plan audits to suit the vessel schedule.
- Ensure to maintain the latest Internal audit closure reports from the manning agencies.
- Preparation and maintaining DMLC I & II. Preparing the Complaint handling procedures as per MLC.
- Monitor and reply to SSAS tests related to the transmissions / SSAS configurations.
- Monitor Master’s Reviews and ensure the office replies are retained for our records as well as sent within the deadline period.
- Maintaining and filing of Investigation reports / QHSE meeting minutes.
- Assist in providing the data for the preparation of the Management Review.
- Liaise with tech teams on data for new takeovers / existing vessels amendments / Ship Security Plans / SOPEP / PCSOPEP.
- Sending out the SQ/CSO messages to the fleet.
- Liaise with the Service Provider with regards to NTVRP/CAN TVCP/ Aleutian Islands – 1 Call Alaska.
- Delivery of training or coaching sessions to both internal and external parties and assist in conducting the Ship – shore emergency drills.
- Apply and follow up on eligible vessels for the Qualship21 status.
- Scrutinize fleet’s performance to outline vessels eligible for the QHSE awards conducted on half yearly basis.
- Responsible of the "Office Library".
- Follow up with the TO’s to ensure we have sufficient inventories and replenish before it’s exhausted. Liaise with HK office for office inventories on Safety Cards, Safety Monitors, GB, Safety Pouches etc.
What We Are Looking For
Knowledge & Experience
- Bachelor or Master degree in Nautical Sciences, Marine Engineering or equivalent.
- Sailing experience in the offshore oil & gas sector is an advantage.
- Knowledge of offshore marine operations, safety protocols, and environmental considerations.
- In depth technical knowledge in QHSE principles, industry standards, and tools.
- Proficient in Microsoft Office (Word, Excel, PowerPoint) and Outlook.
- Ability to work in an organized and structured manner.
- Ability to communicate clearly, influence behavior, and engage across levels.
- Alignment with company values, teamwork, and adaptability.
- Understanding of QHSE systems, audits, incident investigation, and compliance in offshore settings.
- Familiarity with ISO 9001 standards, quality management systems, and continuous improvement.
